I was just reading the spell "Comprehend Languages." It says that the duration is "one question." Is this the way the spell is played? I
cannot recall ever seeing it used, so I was curious. The spell description also lacks the customary wording about the Elders of an event determining the exact
effects of the spell.

I've only used this spell once on a character that was speaking a different language, but yes... That is how it should be played.
But like a lot of things in the game, it's usually up to the discretion of the elders of that particular event. Such as being able to read some strange carving on a wall or being able to understand a document or something.
