			<description><![CDATA[ To clarify, yes I did make this ruling and I did propose that it be added back to the rulebook (which the Senate approved unanimously). At that point, it
should have been added, but is not there for some reason. I can&#39;t really explain why not other than to say that it must have just been an oversight by
those doing the editing at the time.
